The Agency is a central executive authority that implements protective and security measures within the areas of activity defined by the normative legal acts of the Republic of Azerbaijan.

The core functions of activity of the Agency include the following:

1. To implement protective and security measures within the scope of activity defined by the normative legal acts of the Republic of Azerbaijan;
2. To grant approval for the execution of works prescribed by normative legal acts by natural and legal persons within the consultation and protection zones of strategic objects, based on the written opinion of the operating organisation;
3. To submit representations to the Cabinet of Ministers of the Republic of Azerbaijan regarding the determination of the list of life-sustaining, critically important objects and their respective security categories;
4. To participate in the opening of international airways within the Republic of Azerbaijan;
5. To issue opinions on the approval of routes selected for the installation of electricity, gas, heating, water supply, and wastewater discharge pipelines;
6. To issue opinions on the granting of special permits for the circulation of civil uncrewed aerial vehicles (UAVs).

In its operations, the Agency is guided by the Constitution of the Republic of Azerbaijan, the requirements of the Laws of the Republic of Azerbaijan "On the Armed Forces of the Republic of Azerbaijan," "On Military Duty and Military Service," "On the Status of Military Personnel," "On the Approval of the Regulations on Military Service," "On the Approval of the Disciplinary Regulations of the Armed Forces of the Republic of Azerbaijan," "On the Approval of the Internal Service Regulations of the Armed Forces of the Republic of Azerbaijan," "On State Secrets," "On Combating Terrorism," as well as other legislative acts.
