The return of the National Leader of our people, Heydar Aliyev, to political power on June 15, 1993, at the public's request, marked the beginning of a new era in special state protection in our country. The most successful and defining chapters in the operational history of this security framework are directly tied to the legacy of the Great Leader Heydar Aliyev. Accordingly, on 23 August 1993, while exercising the powers of the President of the Republic of Azerbaijan, National Leader Heydar Aliyev signed Decree No. 734, establishing the Main Directorate for the Protection of Higher Authorities of State Power and Management. This new entity integrated the Directorate for the Protection of Higher Authorities of State Power and Management with the National Guard of the Republic of Azerbaijan, which had originally been established on 25 December 1991. Pursuant to this executive action, the official Regulations and organisational structure of the Main Directorate were formally approved on 20 September 1993.

By Order of the President of the Republic of Azerbaijan dated 6 May 2002, the Main Directorate for the Protection of Higher Authorities of State Power and Management was reconstituted and renamed the Special State Protection Service of the Republic of Azerbaijan.

Subsequently, pursuant to a Presidential Order dated 21 August 2008, August 23 was officially designated as the Professional Holiday of the Personnel of the Special State Protection Service.

On 16 March 2020, the President of the Republic of Azerbaijan, Ilham Aliyev, signed a Decree "On Improving Management in the Field of Special State Protection." Pursuant to the Decree, the Special State Protection Service of the Republic of Azerbaijan was dissolved. Three distinct state entities were established upon its foundation: the Security Service of the President of the Republic of Azerbaijan, the State Service for Special Communication and Information Security, and the State Agency for the Protection of Strategic Objects of the Republic of Azerbaijan (hereinafter referred to as the Agency).

The Regulations and organisational structure of the Agency were formally approved by Decree of the President of the Republic of Azerbaijan dated 22 December 2021.

By Presidential Order dated 24 October 2025, Sardar Suleyman oghlu Safarov was appointed Chief of the State Agency for the Protection of Strategic Objects of the Republic of Azerbaijan.

Pursuant to a Presidential Order dated 24 September 2024, March 16 was officially designated as the Professional Holiday of the Personnel of the Agency.

By Decrees of the President of the Republic of Azerbaijan dated 22 October 2024, the "Regulations on the Official Emblem of the State Agency for the Protection of Strategic Objects of the Republic of Azerbaijan" and the "Regulations on the Military Uniforms and Insignia of the Military Personnel of the State Agency for the Protection of Strategic Objects of the Republic of Azerbaijan" were formally approved.
